Most likely it's wiring. First make sure the connections made to your battery terminals are tight. This is the problem the majority of the time. If that checks out trace the wiring to the jacks and fix any obvious problems. If your jacks have a manual crank try using it too. If it will still crank by hand it's an electrical problem and but if it won't crank by hand then it's mechanical and possibly a gear box or screw problem in the jack leg.
